He managed a health delivery drone programme of essential medical commodities in the Lake Victoria Region. Previously, he was also the Senior Government Advisor on ICT\/Telecommunication entrepreneurship &amp; innovation for an enabling environment and eco-system in Tanzania and led the team to write the Tanzanian ICT policy. Prior to that he was the first Principal Deputy Chief Executive Officer of the Rwanda Development Board (RDB) and Senior Advisor in the Ministry of Commerce &amp; Industry in Rwanda and worked on their SME and Entrepreneurship Policy. He was also the Team Leader in developing Rwanda\u2019s ICT policy and strategy known as NICI 2.<\/p><p class=\"p1\">Dr. Mulamula was for over 8 years the first Africa Senior Technical Expert in Intellectual Property (IP) Automation with the World Intellectual Property Organization (WIPO), based in Geneva, Switzerland and worked with Sub-Sahara African Governments on the utility of ICT in IP innovation. At WIPO, he was responsible for Information Communication Technology and Automation in the Africa Bureau in the field by providing advice &amp; consultancy services, and implementing ICT&amp;A to African Government National Industrial\/Intellectual Property Offices. He also was a catalyst in transforming the African Advanced Level Telecommunications Institute (AFRALTI) in Nairobi, Kenya to be a Centre of Excellence for the International Telecommunications Union.<\/p><p class=\"p2\">He has done numerous feasibility studies for the African Development Bank on ICT\/Digital innovation<span class=\"Apple-converted-space\">\u00a0 <\/span>and Telecommunication in the Africa region. He has lectured at Higher Learning Institutions in East Africa including being a guest lecturer at Carnegie Melon University (Kigali Campus) and taught at KIST in Kigali, Rwanda. He has run ICT companies, written extensively on ICT and Technology Transfer for Sustainable Development and related policy issues. At the African Drone Forum Advisory Board, he looks to utilizing unmanned aerial systems in remote areas of Africa with pragmatic telecommunications to deliver services to the rural populations and catalyse Africa\u2019s Industrial revolution, social and economic development to realise SDGs.<\/p><p class=\"p2\">Dr. Mulamula is a Mentor and Coach for entrepreneurs and has conducted pitching sessions around the country and outside the country like Malaysia, Botswana, Kenya, Thailand, USA, including at Global Entrepreneurship Summits; USA GIST boot camps in Tanzania &amp; South Africa; Unreasonable East Africa and Demo Africa in Uganda &amp; Kenya. He was the Chair of the Tanzania Airtel Fursa judging team for the national youth entrepreneurship growth; a Board Member of Demeter &#8211; a MIT Startup which is going global; on the Advisory Board of the Global Learning XPrize in California (USA); a member of the Tanzania National Financial Sector Deepening Trust Board and Bima Challenge Judges; a member of the Tanzania National ICT Think Tank; former Commissioner on the Tanzania National ICT Commission; and Advisor for the GIZ Innovation Factory Tanzania chapter. She believes strongly that a country can only develop and sustain itself towards growth when it invests in its own human resource \u2013 it\u2019s citizens. Growing up and acquiring her education in New York, Addis Ababa, Kent \u2013 UK, and Connecticut &#8212;<span class=\"s1\">\u2010<\/span> USA, exposed her to attributes of global learning and global citizenship from a very young age. Her adult career has seen her working and living in Tanzania, Ghana, Vietnam and Germany, focusing on youth development issues, capacity building and skills development in all three countries.<\/p><p class=\"p1\">Her last international posting was in Germany, where she was the Project Manager for a political multi&#8211;<span class=\"s1\">\u2010<\/span>lateral initiative, \u2018The African German Youth Initiative (AGYI)\u2019 at Engagement Global on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ). The AGYI was designed to identify and strengthen an African Partnership Structure that would address challenges and needs for more quality and quantity in existing youth<\/p><p class=\"p1\">exchange programmes and volunteer service between Germany and African countries. She participated with other relevant stakeholders (GiZ) in a human capacity development analysis and partner selection appraisal missions to the pilot countries (South Africa and Tanzania), and at the African Union Youth Division; co&#8211;<span class=\"s1\">\u2010<\/span>designed led high level study tours from African countries (with relevant government representation included) to Germany; designed strategies for civic engagement through national and international partnerships for both<\/p><p class=\"p1\">German and civil society organizations in the project\u2019s partner countries. Her overall experience at AGYI in Germany, gave her a deeper integrated knowledge that she shares through her content and strategy development with trainers, practitioners, relevant national government agencies, and anyone involved in youth&#8211;<span class=\"s1\">\u2010<\/span>centric initiatives.<\/p><p class=\"p1\">Joyce returned to Tanzania permanently in 2019, where she continues with consulting work aimed primarily at designing youth mobilization strategies and participation. An Alumni of Prestigious Hubert Humphrey Leadership Fellowship where she focused on Human Rights with specialization on rights to women in rural areas interlinking technology, development and Climate Change. Previously, he was also the Senior Government Advisor on ICT\/Telecommunication entrepreneurship &amp; innovation for an enabling environment and eco-system in Tanzania and led the team to write the Tanzanian ICT policy. Prior to that he was the first Principal Deputy Chief Executive Officer of the Rwanda Development Board (RDB) and Senior Advisor in the Ministry of Commerce &amp; Industry in Rwanda and worked on their SME and Entrepreneurship Policy. He was also the Team Leader in developing Rwanda\u2019s ICT policy and strategy known as NICI 2.<\/p><p class=\"p1\">Dr. Mulamula was for over 8 years the first Africa Senior Technical Expert in Intellectual Property (IP) Automation with the World Intellectual Property Organization (WIPO), based in Geneva, Switzerland and worked with Sub-Sahara African Governments on the utility of ICT in IP innovation. At WIPO, he was responsible for Information Communication Technology and Automation in the Africa Bureau in the field by providing advice &amp; consultancy services, and implementing ICT&amp;A to African Government National Industrial\/Intellectual Property Offices. Growing up and acquiring her education in New York, Addis Ababa, Kent \u2013 UK, and Connecticut &#8212;<span class=\"s1\">\u2010<\/span> USA, exposed her to attributes of global learning and global citizenship from a very young age. Her adult career has seen her working and living in Tanzania, Ghana, Vietnam and Germany, focusing on youth development issues, capacity building and skills development in all three countries.<\/p><p class=\"p1\">Her last international posting was in Germany, where she was the Project Manager for a political multi&#8211;<span class=\"s1\">\u2010<\/span>lateral initiative, \u2018The African German Youth Initiative (AGYI)\u2019 at Engagement Global on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ). The AGYI was designed to identify and strengthen an African Partnership Structure that would address challenges and needs for more quality and quantity in existing youth<\/p><p class=\"p1\">exchange programmes and volunteer service between Germany and African countries. She participated with other relevant stakeholders (GiZ) in a human capacity development analysis and partner selection appraisal missions to the pilot countries (South Africa and Tanzania), and at the African Union Youth Division; co&#8211;<span class=\"s1\">\u2010<\/span>designed led high level study tours from African countries (with relevant government representation included) to Germany; designed strategies for civic engagement through national and international partnerships for both<\/p><p class=\"p1\">German and civil society organizations in the project\u2019s partner countries. Her overall experience at AGYI in Germany, gave her a deeper integrated knowledge that she shares through her content and strategy development with trainers, practitioners, relevant national government agencies, and anyone involved in youth&#8211;<span class=\"s1\">\u2010<\/span>centric initiatives.<\/p><p class=\"p1\">Joyce returned to Tanzania permanently in 2019, where she continues with consulting work aimed primarily at designing youth mobilization strategies and participation. Ms. Matui has fifteen years of experience on access to justice and development programs, five years working on climate justice passionate on human rights, gender and social justice.<\/p><p>Maria Matui has working experience on coordination and implementation of Access to Justice. Among projects coordinated by Ms Matui includes, Legal Sector Reform Program (LSRP); Strengthening Business Environment in Tanzania (BEST); and Strengthening Access to Justice to Women and Children in East Africa (SAJCEA), and Women Human Rights Defenders convening by UN Office of High Commission Horn of Africa; she served as a link and chairperson of Gender under institutions funded by the Legal Sector Programs. Currently she is Tanzania lead Gender Monitor for Green Climate Fund.<\/p><p>Ms Matui is trained as a Lawyer from University of Dar es Salaam and hold LLM from University of Pretoria Centre for Human Rights. Ms Matui possess vast experience on human rights Gender and Development. Trained on Leadership and entrepreneurship Development from Michigan State University. An Alumni of Prestigious Hubert Humphrey Leadership Fellowship where she focused on Human Rights with specialization on rights to women in rural areas interlinking technology, development and Climate Change. Ms Matui is leading discussions on climate change financing and women inclusion in the country.<\/p><p>Ms Matui is an adamant advocate of access to justice. She believes in human right participatory approaches particularly women and youth leadership and community engagement. She believes development to strive consultations and participation is key.
